Supervisory Social Worker (Deputy Chief)

Incumbent will perform assignments that are collateral to primary duties but deemed necessary to meet the needs of the organization and VISN. Incumbent makes independent professional decisions and recommendations to the Chief. Incumbent serves as a liaison to other Services or departments within the organization related to Social Work. The incumbent shares with the chief full responsibility for managing and supervising all aspects of social work service operations. Incumbent is responsible for making decisions regarding work problems presented by subordinate social work supervisors for a complex services line that covers social work services across many different departments/programs. Incumbent collaborates with others in negotiating, deciding upon, and/or coordinating social work-related changes affecting other programs. The Deputy Chief advises Service Line Managers/Chiefs on problems involving the relationship of social work activities to the various units and programs. The Deputy Chief provides supervision to the Social Work service and staff, members of different grades that may include multiple disciplines, such as entry level Social Workers, full performance level Social Workers, Peer Support and administrative staff. Locations include the main Medical Center facility as well as HBPC and four CBOC's across the state of New Hampshire. The Deputy Chief is responsible for administrative oversite and social work clinical practice of multiple facility based, community based and CBOC programs. The Deputy Chief completes performance appraisals and maintains six part folders on all direct report staff. Makes selections for supervisory and non-supervisory positions, hear group grievances and serious employee complaints, review serious disciplinary cases (i.e., those proposing suspensions and removals), and disciplinary problems involving key employees. The individual consults with specialists regarding training needs and decide types of training problems related to the identified problems of the supervised wards/units. In the absence of the Social Work Chief, the Deputy Chief has full management and supervisory responsibility for the Social Work Service Line. Work Schedule:

Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Licensure:
Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. English Language Proficiency:
Candidates must be proficient in spoken and written English to be appointed as authorized by 38 U.S.C. 7403(f). May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations:
In addition to the basic requirements for employment, the following criteria must be met when determining the grade of candidates. (1) Experience/Education. One year of experience equivalent to the GS-12 grade level. Experience must demonstrate possession of advanced practice skills in a specialty area or in administration demonstrating progressively more professional competency and judgment. Candidate may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience. (2) Licensure/Certification. Individuals assigned as supervisory social workers must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure. (3) Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate all of the following KSAs:
(a) Ability to independently organize work, set priorities, and meet multiple deadlines. (b) Skill in a range of supervisory duties which includes clinical supervision, consultation, negotiation with other departments and quality improvement. (c) Ability to ensure provision of clinical social work services by supervised social workers. (d) Ability to delegate authority, manage priorities, coordinate work, and follow up on pending issues to complete duties in an accurate and timely fashion. (e) Ability to analyze organizational and operational problems, develop and implement solutions that result in efficient operations, and use data effectively to manage workload, quality, performance, and productivity within the service. (f) Ability to provide staff training and development. (4) Assignment. For all assignments above the full performance level, the higher-level duties must consist of significant scope, complexity (difficulty), and variety and be performed by the incumbent at least 25% of the time. Supervisory social workers at the GS-13 grade level typically supervise professional and non-professional staff. They are responsible for the professional and administrative management of an area in a social work service, in a care/product line, or across multiple sites, (e.g., multi-division facilities and CBOCs). Incumbent may also provide direct clinical services. References:

a. The incumbent appropriate use of equipment, supplies. b. The incumbent maintains safe, orderly work areas. c. The incumbent reports any accident to self, patient, and staff and fills out appropriate forms. d. The incumbent follows Life Safety Management (fire protection) procedures. The incumbent reports safety hazards, accidents and injuries and reviews hazardous e. The incumbent follows Emergency Preparedness plan, follows security policies/procedures, and complies with federal, state and local environmental and other requirements preventing pollution, minimizing waste, and conserving cultural and natural resources. f. The incumbent demonstrates infection control practices for disease prevention (i.e. hand washing, universal precautions/isolation procedures, including TB requirement/precautions). g. The physical demands of this position involve primarily walking, talking, driving, use of the telephone, etc. Strenuous physical activity is not required although the incumbent is expected to withstand pressure and stress as part of their day-to-day activities.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
