Supervisory Program Analyst

The position is located in the Patient Services Department as a Supervisory Program Analyst for the Business Office at the Manchester (NH) VA Medical Center. The primary function of this position is to provide leadership in the management of data input and validation for the Business Office. The work directed is Administrative in nature. As the supervisor of health benefits, the incumbent directs staff to provide enrollment and outreach services to all Veterans served by the Manchester VA Medical Center. The eligibility and enrollment section at the Manchester VA Medical Center are a support service that provides services to all Veterans within the facilities catchment area. In addition, the incumbent will oversee the VAMC's Veteran Transportation Program, which includes:
Beneficiary Travel/Special Mode Transportation; Veterans Transportation Service and Highly Rural Transportation Grants. Duties Include:
Responsible for initiating and processing personal administrative actions to include leave administration, performance management and disciplinary actions. Recruitment and placement processes including position management and preparing position descriptions. Responsible for ensuring policy adherence, task reviews, delegation of work, and developing and managing databases necessary for tracking. Investigates patient complaints on eligibility, travel and customer service issues and prepares written responses. Prepares correspondence in response to inquiries from Veterans, Congressmen, Senators, Veteran Services Representatives, and other individuals. Responsible to ensure accurate, timely, and consistent data is entered into the medical databases. Assists staff and analyzes workload trends, projections for inpatient and outpatient activities. Reviews, verifies, and analyzes data submitted for consistency with financial and program objectives. Reviews all reports emanating from the component parts of the Section/Service, evaluates findings and makes recommendations. Is a member of the Administrative Officer of the Day (AOD) coverage pool. May be called upon to serve as an AOD when coverage is needed for planned and/or unplanned leave. Responsible for ensuring that all Veteran enrollments are processed timely and accurately. Coordinates the collection of data concerning patient care activities, makes computations as required and reports monthly, quarterly or annually to management. Serves as the Temporary Lodging program coordinator responsible for administering the program, which includes determination of legal eligibility, management of purchase card for services and processing invoices for payment of temporary lodging. May be assigned other duties within the Business Office to provide a more efficient and effective workforce. Work Schedule:

Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. OR, Education:

Physical Requirements:
This is primarily a sedentary position, but the work requires some walking, bending, stooping and carrying of light objects such as manuals, documents, etc. Concentration and sustained performance under prolonged stress is required because of the time factors involved in completion of work assignments within deadlines.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
