Summary:
Maintains 24-hour accountability for clinical, operational, and management oversight to designated department(s).Ensures delivery of quality patient care by creating a work atmosphere conducive to professional growth, accountability, and autonomy.
Responsibilities:

Ensures that the department functions in accordance with all regulatory agency standards, i.e., JCAHO, OSHA, ANA, CMS, HIPPA, and other appropriate standards of care.

Supports and promotes the Elliot Hospital Model of Care, and Elliot Health System policies and procedures.

Monitors and evaluates the quality of patient care delivered in the department to ensure safe, competent clinical practice.

Evaluates and participates in the review and revision of nursing departmental policies, procedures, and protocols, guidelines, and standards of care.

Works collaboratively with Clinical Leaders and key staff, and in conjunction with the Clinical Nurse Specialists, to develop, implement, and monitor departmental educational programs:

Monitors compliance to all mandatory educational requirements.

Oversees annual competency program.

Serves as a resource to staff regarding the Nursing Advancement Program.Motivates and encourages participation in the program among clinical staff.

Supports and/or encourages use of evidence-based practice when planning, implementing, and evaluating clinical practice.

Fosters participation in the development and implementation of annual departmental goals and objectives, which are consistent with those of Elliot Health System. Works collaboratively with the Medical Staff and Medical Director where applicable.

Fosters positive medical staff relations with appropriate Physicians and Medical Director where applicable to identify problems and develop solutions.

Participates in the development of business and marketing plans.

Ensures that appropriate levels and number of staff are available to meet the needs of the patient population. Closely monitors productivity goals.

Collaborates with director and others to improve the care of specified patient populations consistent with national benchmarks and public reporting.

Develops and maintains all Quality Management activities including regulatory expectations, data review, and problem identification resolution.Implements appropriate quality improvement initiatives.

Collaborates with Director in evaluation of departmental performance based on established metrics and develops action plans to address opportunities for improvement.

Maintains 24-hour accountability for department management with assistance from clinical leader or charge nurse.

In conjunction with Human Resources Department, interviews and selects candidates for employment.With support of Director, initiates and approves personnel activities including, but not limited to hiring, transferring, assigning, rewarding, disciplining, and terminating.

In conjunction with the Clinical Leaders, establishes and communicates performance expectations and assists with development of personal and professional goals of staff.Monitors and evaluates staff performance and conducts timely formal/informal annual performance evaluations recommending appropriate merit increases.

Delegates responsibility and accountability as evidenced by staff involvement and ownership in committees, projects, educational programs and unit goals, etc., in order to provide staff with opportunities for professional growth.

Collaborates with the Finance Department to prepare annual departmental budget including projected census, revenues, staffing plans, operating expenses and capital related requests.Involves staff and medical staff when possible.

Manages FTE levels and productivity standards.

Monitors, approves, and submits complete and accurate payroll.
Qualifications:
Education:Bachelor of Science in Nursing (BSN) required. Master s Degree preferred.
Experience:At least three years of clinical experience in an acute healthcare institution.
Management and/or leadership experience required.
Licensure/Certification:Current registration in the State of NH as a registered nurse.

The check will bounce and the victim is left responsible.
